SPECIAL REPORT: BYRAM HILLS MISSION
Goals for 2003-04 and Beyond
Following up on its annual planning retreat, the Board discussed and brought to conclusion its goals for the 2003-04 school year. (A complete copy of these goals is attached.) Five-year planning provides a context for the 2003-04 goals, in an effort to be sure that ongoing priorities are appropriately addressed, and that a long-range view is held clearly in mind.

The headlines of the Board goals are:

  • Primary Board Goal: Successful Management of Continuing Enrollment Growth—Includes planning and seeking approval for classroom and core space facilities for five-year needs.
  • Board Goal: State and Federal Policy—Efforts to influence policy and regulation on assessment (testing), funding, and mandate relief.

  • Board/Administrative Goals: Ongoing Priorities in Curriculum, Staffing, and Core Values– Includes K-12 curriculum mapping, K12 mathematics evaluation, more performance assessments, and attention to individual learning needs; three themes in core values and character education (service and kindness, sportsmanship, anti-bullying and pro-social skills); staff recruitment and retention.

Some of these goals show continuity with last year's efforts; others are new. The Board noted continuity in its goal on enrollment growth, even while moving from last year's attention to athletics and physical education facilities to this year's focus on classroom and core space. New on the list was the Board goal on State and Federal policy, prompted by a perceived need for more advocacy for fair and balanced testing, for equitable funding, and for reductions in unnecessary mandates.

The Board/Administrative Goals also build on last year's work. The K-12 curriculum goal should bring the completion of K12 curriculum mapping. The core values and character education goal draws three themes from last year's surveys and discussions, and asks the whole community to support these themes. The staff recruitment and retention goal emphasizes the need for more recruitment outreach in a competitive market, not least of all to
