Goal Report: Successful Management of Continuing
Enrollment Growth
At the center of the Board's agenda on October 7 was
a report on the district's official enrollment
for 2003-04, with consideration to the implications
of those enrollment numbers for class size, classroom
and core facilities needs, not just in 2003-04, but
in the long-range plan as well. The superintendent
reported an official October 1, 2003 K-12 enrollment
of 2,737 slightly below the demographer's forecast
from one year ago. In reviewing the enrollment numbers,
several factors were noted: enrollment at each school,
while slightly below the forecast, continued the trend
of growth; the Kindergarten enrollment of 211 students

slightly below
the forecasted 217, but below the previous year's all-time
high of 220. Noting that these enrollment numbers now
become a factor in the demographer's update of the ten-year
forecast, Mr. Chambers cautioned that it was too early
to assume that the more moderate rate of growth for
one year would become a trend. Even if a trend does
emerge, he noted, students already enrolled at the lower
grade levels will inevitably increase the district's
total enrollment as they move through the middle school
and high school grades.
Class Size Considerations
The superintendent also outlined how this year's enrollment
plays out in class sizes across the district, with
reference to the informal class size guidelines presently
being tested. On the whole, class sizes proved to
be within the guidelines K-12, with a very few exceptions
at the middle school and high school. The Board discussed
the question of whether the informal class size guidelines
should be formalized for the future, noting implications
for instruction, staffing, and facilities. Board dialogue
reflected a range of views on the class size question.
